Delete a transaction

Remove a simple register row and its note lines from the budget. The server returns no content after removal. Split, transfer, and foreign-currency rows are not supported. Route: /api/v1/money/budgets/{budget_id}/transactions/{transaction_id}. Inputs: budget_id, transaction_id. Do not automatically replay this operation after an uncertain result.
