Money Plugin: zero-based envelope budgets in plain Markdown files (#462).
Owner decisions (DESIGN §48, #316, #404, #462): simple Category funding
with no bank sync. The Markdown files in
Money/<Budget>/ are the source of truth and every number is derived.
The pure format and maths live in calternal-money; this crate adds the
Home file access (store), the API shapes (views) and the HTTP routes
(routes).
The Instance default stays on, but the per-User default is off until
onboarding (#34). A User can enable the mode from its empty state or
Settings; turning it off closes routes while budget files stay in the Home.
Money/ is declared as Plugin-owned storage so shared Note and Calendar
views do not claim budget Markdown (#606, Calendar #662).
