calternal_plugin::notes_writer

Shared Home writer identity for Notes and durable Tag operations (#1110, #1111). Tag rewrites hold this per-User mutex while editing Markdown or Sidecars, so Notes edits and Tag jobs serialize. Weak entries retain only active Users; namespace locks precede this lock.
