Get a Daily note and its Log

Requires a signed-in User with the data scope. It returns the Daily note, Log entries and their current ETags. It returns 400 when the day or time zone is invalid. Route: /api/v1/notes/journal/{date}. Inputs: date. Safe reads can use bounded retries.
