List standalone Tasks

Requires a signed-in User with the data scope. It returns Tasks that have no Log entry attachment or scheduled day, with a cursor for the next page. It returns 400 when the cursor is invalid. Route: /api/v1/notes/tasks/standalone. Inputs: limit, cursor. Safe reads can use bounded retries.
